GeoBump is a program that is used to take a scanned map image and add geographical references to it so that it can be used in a GIS application.
This provides you with a utility for Geo-Referencing scanned bitmap images for use with various mapping programs. GeoBump will show the error factors associated with each reference point to ensure you have an accurate set of reference points.
Results may be stored in an ESRI-compatible world file (abc.bpw)
